Plans for a mini-Covent Garden in Harrow have suffered a setback.
The planned Tiri Tari Turi Village below Roxborough Bridge in the town centre was turned down on Thursday last week by councillors who thought the underpass was the wrong location.
But they have suggested that architect Michael Cohen of the Environmental and Cultural Organisation (Eco) looks at possible other sites.
The village would include a craft market, street entertainment, a fashion fair and a vegetarian cafe.
Mr Cohen said: "I am disappointed. The council pleaded poverty, saying they could not afford to spend a lot of time investigating the plans.
"I will now wait until after the council elections, but I have not given up."
