
Chancellor debates breaking PM’s ‘golden rule’
A key element of the UK Government's claims of economic competence is at risk of crumbling as Chancellor Alistair Darling considers breaking one of the "golden rules" on borrowing levels.
Facing grim economic times and already close to the self-imposed ceiling set for government borrowing of 40% of national income, Mr Darling said yesterday the fiscal rules are now "under review", although he suggested a report that looser rules are already being drafted was "pure speculation".
He insisted no decision has been taken on whether the fiscal rules can be relaxed to allow more borrowing.
Official figures yesterday showed net borrowing hit a record £24.4bn in the first quarter of the financial year.
Balancing the nation's books requires that ministers choose between raising tax, breaking the rules or rewriting them.
Conservatives warned the change would mean "the end of the Brown era of economics", with Shadow Chancellor George Osborne saying the rules were being ditched as soon as economic difficulties put Labour to the test.
When he was chancellor, Gordon Brown staked his credibility on the rules when he announced them in 1997.
They were the key elements of the financial constraints he imposed on himself in order to build his reputation for prudence and competence.
Today's figures from the Office for National Statistics showed net debt at 38.3% of gross domestic product, up one percentage point on a year ago.
Including the government's added exposure from having taken over Northern Rock, plus the Bank of England credit line to avoid a stalling of bank lending, the ratio of borrowing goes up to 44.2%.
As growth stalls and the UK economy risks recession, that proportion could rise sharply, particularly if rising unemployment and welfare costs increase government costs.
That would break another of the golden rules, requiring that Mr Darling only borrows money to invest. But to depend either on tax increases or spending cuts to avoid breaking the rules would be likely to worsen the economic downturn.
Quarterly net borrowing was £9.6bn higher than the equivalent period last year, after a figure of £9.2bn was recorded for last month alone - the highest for June since monthly records began in 1993.
In a BBC interview yesterday, Mr Darling hinted at a rethink by pointing out government borrowing levels in Britain were currently lower than in most other major economies, including France, Germany, Italy and the US.
He added: "Of course it is right - especially now when our economy along with every other economy in the world is being hit by two shocks, the credit crunch and very high oil prices - that we allow borrowing to support the economy.
"But what is critical is that you do have rules to ensure public finances are sustain-able in the medium term. That is why rules are so important now and why they will remain important in the future."
Mr Osborne said: "The Brown era of economics is over. He staked his credibility on the fiscal rules. They were part of the arrangement he announced a decade ago to constrain government and make sure that money was put aside in the good years to prepare for the bad years.
"Now we've reached those bad years, the public finances are in a mess, and the rules are being ditched. It's like giving the prisoner the keys to their own prison cell."
Liberal Democrat Treasury spokesman Vince Cable said the rules should be put in the hands of an independent body to stop the government "fiddling" the figures.
"The fiscal rules have no credibility when the government keeps changing them," he added.
Robert Chote, director of the Institute for Fiscal Studies, said: "The government would perhaps have been better off rethinking how these rules should look rather before the point at which it looks as though you are just about to break them."

Rules are only effective if they're abided by! This exposes Brown and Darling's handling of the economy as a thin tissue with no substance apart from credit of course to which they still seem to be absolutely addicted.
We have not hard one proposal yet of any weight which will reduce public spending which would then get us back within Labour's own self-imposed rules. This probably means that there is still a massive amount of unnecessary spending to cut beyond that. Forget ID cards and all the other fripperies - that stuff's in the bin!

Unionists you have got to admit I am fair.
I did not even mention the PFI/PPP con that is going to cost us all a fortune and is not even on the books and therefore is not even counted in the golden rule calculations...yet we will be paying for years to come!

Nuclear power failure
Gordon Brown says the UK is at the forefront of a global 'nuclear renaissance'. But despite all the rhetoric, the real picture is grim.
Just this week Prime Minister Gordon Brown confidently assured us that the UK was at the forefront of a global "nuclear renaissance" and that within a few years we'd be home to at least eight bright, shining new reactors. We're told a week is a long time in politics, but it must seem an absolute eternity to the ever more bedraggled British nuclear industry.
Yesterday the Nuclear Decommissioning Authority (NDA) published its annual report and the predictable news was that the cost of decommissioning existing reactors and dealing with our legacy of radioactive waste has rocketed yet again. The bill now stands at a whopping £73bn, up from £53bn in 2006. That's an increase equivalent to the entire cost of the London 2012 Olympics each year.
Some experts believe that the real total might be more than £85bn. This is a staggering amount of taxpayers' money. Just to put the figure into context, it's about the same cost as the entire Apollo Programme that took man to the moon. Sadly, unlike JFK's lunar mission, in this case we have nothing to celebrate. What that money buys us is merely desperate grappling with the radioactive and toxic legacy of nuclear power.
The NDA claims the overall figure will be kept down because it will generate revenue through its commercial operations. But the idea that the NDA's commercial operations can guarantee this income is laughable. A big slice of the revenue they want to rely on for a century or more depends on two of the biggest white elephants in nuclear industry history – Thorp and the Sellafield Mox Plant. The Thorp reprocessing facility was shut for years following dangerous radioactive leaks and is now closed until Christmas while a new evaporator is fitted. Meanwhile it was recently announced to surprisingly little fanfare that the Mox plant, which cost nearly half a billion pounds, has produced next to nothing since it was built. Relying on these for a guaranteed income is like putting your faith in a sprig of flowers to ward of the plague.
The fact that the NDA is playing a central role in working out how much waste from new reactors might cost to dispose of should make all of us stop and think about the merits of any new nuclear programme. The taxpayer is picking up the tab for all these failures and cost increases now, and as the Public Accounts Committee stated recently, it is impossible to guarantee that the taxpayer will not pick up the tab for new nuclear power stations too. Government promises that there will be no subsides for its new nuclear programme are almost worthless.
Despite all the rhetoric and improbable promises about the benefits of new nuclear reactors, the real picture is grim. Much like the recent news that British Energy is paying twice as much to get two of its creaking UK reactors back on line (the bill is now more than £100m). And the rumours that French state-owned nuclear utility Electricite de France is having second thoughts about buying British Energy.
But before we conclude that this is a British malaise, this week brought the startling announcement from France that all its nuclear reactors must now be checked so that leaks of radioactive waste into local rivers, as happened at one site last week, don't happen anywhere else. This comes hot on the heels of the construction blunders at the new reactor site in Flamanville that led to the French nuclear authority suspending the project. These are the reactors and companies that are touted to deliver Brown's "nuclear renaissance", but unless stopped, the prospect is of a much more disastrous and expensive rerun.
A fall from the giddy heights of Brown's expansive nuclear dreams at the start of the week takes some beating. However, the one thing the nuclear industry really excels at is shooting itself in the foot. Which means we can probably expect more of the same before the summer's out.
So whos going to lend us this money, maybe the Iranians or North Koreans?

Borrowing is the root cause of the UK's problems.
The very best increasing borrowing can do is defer the day of reckoning.
Brown/Darling need to understand that the meaning of the word 'Budget' is to balance income with expenditure. Borrowing is not income.
More borrowing will simply depress the value of the pound which will increase the cost of all imports hence fueling inflation.
The answer is to cut spending. Do it now, do it hard and fast. Yes it will hurt but better now than in the future.

Give us the promised cull of civil servants.
Scrap aircraft carriers at a cost of £4bn.
Make the London Olympics self funding in the main and don't make the mistake of assuming it needs to be flash and glitzy.

To be fair to our Politicians they need not concern themselves with things like budgets in their own lives. If they fall short hey just write an expense chitty to take care of any shortfall and call it "Staff" expenditure and sundries. Its brilliant for getting you through a five week month : )

Someone driving a bus during the day that is empty is not only in a non-job they are wasting fuel and polluting the planet at the same time.
