No cosy deals, SNP warns councillors

Nationalist councillors have been warned not to be rushed into coalition deals simply to secure extra pay for senior posts, as party headquarters seeks to keep control of post-election horse-trading.

However, they have also been told they will have to move quickly if they are to form new cross-party administrations in many of Scotland's 32 councils.

The Scottish National Party's national secretary has sent candidates a letter, leaked to The Herald, offering guidance on how to handle the uncertain aftermath of the council election, which will mark a dramatic change from the previous party balance across much of the country.

Research shows part of that change is set to be accompanied by a fall in the number of women councillors from all parties.

The letter warns SNP candidates they should not form "formal coalitions" with Conservatives, as that would be barred by party policy dating back to the anti-poll tax campaign. However, with few councils having majority control, the SNP is likely to be forced into softening that stance on the Tories, and informal alliances are expected.

The memo states: "Our opponents will be seeking to make deals as quickly as possible during and after the counts on 3/4 May, and may offer individual councillors particular positions in return for support or agreements on individual policies. They may target individuals, seek to split the SNP group and exert considerable pressure".

National secretary Duncan Ross suggests: "It may be very tempting to achieve a local or ward- specific goal in return for a committee chairmanship, for example. It is vital that you do not enter into any such agreements without first speaking to your colleagues". He also says all coalition deals have to be approved by the SNP's national executive.

The guidance reflects concern among all the parties at national level that the unpredictable outcome of the new voting system in today's council election will leave many inexperienced councillors in positions of power. While Labour is expected to lose at least 200 councillors simply because the system is more proportional, many with experience have stood down, taking a pay-off of up to £20,000 to do so.

Councillors elected today will get a sharply increased payment for their work, of a basic £15,000 per year with enhanced payments for those taking on committee and leadership responsibilities.

There are 1222 councillors being elected today, for 353 new wards, each having either three or four councillors. There has been a sharp drop in the number of candidates from around 4200 at the 2003 election to nearly 2600 today - largely because parties that stand too many candidates may find their support splitting between them, risking defeat for all.

An academic study of the candidates shows that the new voting system, intended to make councils reflect the Scottish population better, has had the opposite effect in reducing the number of women candidates for the main parties.

Professor David Denver of Lancaster University has studied today's candidate lists and, after a generation of steadily rising female candidacies, he says that has fallen markedly, from 28% in 2003 to 23% today. Among those elected four years ago, 22% were women.

The percentage of women candidates for Labour has fallen from 26 to 20%, SNP from 25 to 22%, LibDem from 37 to 31% and Conser-vative from 32 to 26%.

As an explanation, Professor Denver suggested: "In the battle for fewer places available, because they're cutting the numbers anyway, it's the women that have lost out.

"Some people thought the Single Transferable Vote system would allow for balanced tickets, including women or ethnic minority candidates, but plainly, that's not happening".

Professor Denver has also calculated that of the 353 wards, Conservatives are standing more than one candidate in only 43, Labour in 180, LibDem in 57 and the SNP in 96. Labour is targeting three candidates at 37 heartland wards, but few other parties are taking that risk. There are 163 wards with four councillors, and 190 have three.

The SNP in local government, will of course follow their national leader's edict that it would be unfair to the voters for the largest party in an election to be kept out of office.

So we can confidently expect that, in every council where the SNP does not emerge as the largest party, they will not do any deals, formal or informal, to keep out the largest party....?

Seems like a sensible approach from a party that is looking to be trusted to do what they have said they will do.

There is no rush to form coalitions to achieve any aims and an approach of waiting til the dust dies down is a refreshing one to hear.

I think its only prudent on the SNP's part to ensure that their expected emergence as Scotlands largest party is secured as in the past especially in my area Labour is renowned for being very under-handed and prone to causing violent outburts where the Police have been called in to settle the Labour councillors down, quite immature!
The SNP,Liberal Democrats and tories have always conducted themselves with a sense of decorum.

I was a floating voter.....Today I voted S.N.P.....Why? They've never talked us down like other politicans and they dont have divided loyalties like the other 3 main parties.

Labour have had a stranglehold on Scotland for too long and have down nothing of any real merit , I thought It was time for a change.

I'm just back from the polling station.

Curiously, on the local authority/council ballot form Labour appeared twice (2 different candidates), whereas the other parties only appeared once. Given that these elections will be done on PR basis, I wonder what effect being able to vote (sort of) for Labour twice will have on the number of councillors?

I did ask the officials at the polling station why Labour appeared twice and got some vague answer about new boundaries (I'm in the Partick West ward). I remain unconvinced and suspicious.

For the record I did not vote for Labour at all, not even as a 7th preference.

Shame of the Scotsman and the Herald!!!! They sell out to New Labour!!

REASONS *NOT* TO VOTE LABOUR

1. On economics, despite a veneer of business respectability (tax bribes) the Labour Party is even more of a tax-and-spend party than SNP, as clearly shown by its colossal £4.54 billion/year manifesto pledges.
2. The very fact Labour wont entertain a referendum on the future of Scotland, either more power for Hollyrood or Independence shows just how divorced the Labour Party is from the people it purports to represent.
3. You can’t trust the Labour Party. Their oil fund calculations are wrong. They’re wrong on oil production, price, even Scotland’s share. They’ve been flip-flopping for votes. Then there is Iraq, cash for honours etc etc. Need I say more!
4. The Labour Parties council tax penalise working people, the aged and families. Even the “idle rich” pay less. If council tax is the question, income tax is the answer, much fairer all round.
5. It's time!!!!!!!!!!
6. The Labour Parties crime proposals are a joke. They talk tough (it’s popular) but in reality have a hand-wringing attitude.
7. The Labour Party has a disgraceful policy that Iraqi civilians and other coalition troops to needless additional risk just by being there!
8. Perhaps most worryingly, is the Labour Party authoritarian and totalitarian tendencies. It attempts to store the DNA of every crime suspect. It seeks to smear its opponents at every opportunity using words like “liar”, “discredited” and “cowardly”. The separatist parties are thought of as “anti-British”, “enemies of England” and “traitors”.
9. Ruined private pension schemes by introducing 40% tax on the dividends earned by Pension Funds
10. Came into power promising a Whiter Than White approach to sleaze. You judge whether they have managed to maintain that high standard !
11. Trident replacement to be located in Scotland at an estimated cost of 50 billion.
12. National ID cards scheme being railroaded through parliament at a massive cost of more billions.
12. Total inability to control illegal immigration.
13. Flawed anti-terrorism policy makes UK more of a target than ever.
14. Billions spent on the NHS but disappears into a bottomless pit of admin and bureaucracy with no tangible improvement in patient services to speak of. Programme of closing local hospitals continues unabated.
15. Law and order policies in total disarray with record numbers in prison while young neds terrorise towns and villages up and down the country. Local policing now a thing of the past.
16. Stealth Tax policies result in overall tax burden rising for most tax payers.
17. Educational fiascos with three separate inquiries into the problems at SQA.
18. Holyrood building fiasco. What was the final cost? 500, 600 million?
So many scandals So little time.

IT'S TIME FOR US AND OUR CHILDREN!!!!!!!!!!!!!!!!!!
