£3bn tax giveaway launches Brown’s fightback

Gordon Brown's fightback began in earnest last night after he unexpectedly unveiled a £120 tax cut for 22 million people which delighted Labour MPs but left Conservative opponents accusing him of a "cynical" bribe before a by-election.

Today, the Prime Minister, so beleaguered of late with a spate of critical memoirs and Labour's worst-ever poll rating, will attempt to revive his fortunes further with the publication of a draft Queen's Speech, which will set out the UK Government's legislative plans for the next year.

Alistair Darling's £2.7bn compensation package means that, from September, people on low and middle incomes will benefit from a one-off £120 tax break.

It will be backdated to April 6. People will receive a £60 payment in September and thereafter £10 monthly payments for the rest of the financial year.

The threshold for the upper 40% rate of income tax will be cut from £41,435 to £40,835, so that those earning above this level will see no change in their take-home pay. Some 150,000 people will be moved into the upper band as a result.

The £2.7bn will come from extra borrowing but Treasury officials declined to say whether or not it would breach the Chancellor's golden rule. The LibDems noted how it would lift net government borrowing to £45.7bn - a 6% rise from what was predicted in the Budget two months ago and 50% up on last year's estimate.

Frank Field, the Labour back bencher who led the 10p tax rebellion, declared that the compensation package should "put an end to the issue". He also apologised "without reservation" to Mr Brown for his recent personal attacks against the PM.

Trade union leaders warmly welcomed the tax break. Grahame Smith of the STUC said the UK Government "should be commended for listening to the very widespread concern over the removal of the 10p tax".

Mr Darling told MPs that raising individual tax allowances for this year by £600 was the "fairest and most effective way" to help those who lost out. But his Tory shadow, George Osborne, said: "Let no-one be fooled why you are making this statement - not because you wanted to but because this divided, dithering and disintegrating government are panicking in the face of the Crewe and Nantwich by-election."

Vince Cable for the LibDems said the government's tax policy had "descended into a complete farce". More than £2bn of the extra money would go to people untouched by the 10p tax change while those worst-affected would not be compensated in full, he said.

The Chancellor explained that of the 5.3 million people who lost out over the 10p tax abolition, 4.2 million or 80%, would be fully compensated while the remaining 20% would be compensated for at least half of their losses. In addition, some 600,000 low income people would be taken out of tax altogether.

There was an added bonus for concerned Labour back benchers in the compensation package because the changes will mean that 17.8 million additional basic rate taxpayers - anyone earning up to £40,835 - will gain the £120 tax cut.

In their post-statement analysis, the Tories claimed that, among the 1.1million who would not be fully compensated, were those paid the least: people earning between £6635 and £13,355.

Mr Osborne said this amounted to an annual loss of £112. He told The Herald the effect would be "disproportionately worse in Scotland" where there were more people on low incomes.

This is borrowed money, unsustainable beyond this tax year.

No one is fooled about why the Chancellor is making this statement today

He's panicking in the face of the Crewe and Nantwich by-election, knowing full well that a Tory victory will spell the end of his premiership...... today's move is nothing short of a gamble with the UK's debt.

Can anyone take Capability Brown seriously anymore after this as yet unsorted fiasco, the utter incompetence, faux socialist ideals and pandering to the middle classes is a lesson on what Labour have become.

“The Chancellor has delivered an essentially unfunded early Christmas present to a large number of UK workers, but failed to undo its mistake for around 1.1 million low income households.” Lagerberg says many UK workers will be up-beat about the announcement expecting an additional and unplanned boost to their income, but those earning £7,455 will still be £32.40 in arrears come the end of the 2008/09 tax year.”

Only those above around £40k as far as I can see, they won't gain but they won't be taxed more either whereas the lowest are still being hammered.

People on £20-40k will gain.

It's an absolute disgrace that in Britain today money can be found to get banks out of trouble, fund wars and pay the expenses of politicians to name just a few things. All the while the poor are getting poorer, our NHS is a joke, schools are failing children for one reason or another, pensioners are being treated like second class citizens (i'm sure that's against their human rights), that's when they aren't freezing to death during the colder months and crime is on the increase. What the hell has become of us? We are being treated with contempt by our politicians, and come the general election our only choice is to vote into power more politians that will treat us with equal contempt. I thought in a democracy you got a choice in who you voted for, in this case they're all the same. This is why i'm now for independence, fortunately we can save ourselves here in Scotland. Self preservation is the only future Scotland has. After independence we can fight for a fairer political system with less party politics (could you imagine how much more could get done if there was less petty squabling and one up manship) and more done to help the people and not the politicians. Remeber these people work for you not the other way around.

Someone on £10000 p.a who runs a car, I hate to think how much tax they will pay as a percentage of their income.
Heres an approx calculation.

200 miles a week with a reasonably high fuel consumption of say 40 mpg. Weekly fuel spend if diesel approx £5.20 Gallon. = £26 weekly x 52 weeks =£1352.
Assuming the tax per litre is approx 60% including vat (it may be more) £1352x 60% = £811 pa this example shows how the poor are getting poorer and the average earners are walking backwards. The wealthy hardly notice the difference.
Approx 8.11% of the £10000 will go directly to Westminster add the income tax and NI contributions to this, a monthly packet of fags a bottle of whisky Insurance premium tax road tax I don't know how some folks get bye, but it highlights why we have a broken society,why our Jails are overflowing and why there is no longer a United Kingdom.

Let's be quite clear about this. Brown , Darling and the Labour cabal of privateers are giving us, the public absolutely nothing back in compensation for their raid on the disposable income of those least able to afford Labour's predatory machinations. Indeed, despite Labour's erm... best intentions, a considerable number of the lowest income group are still being unfairly penalised for being in that situation.

As others have commented, it's borrowed money. The Labour cabal have kept what they 'aquired' from their predatations on what in times past would have been their core supporters. Once described as the working class.

... So who will be paying the fiscal price for this borrowed money plus the interest acruing?

Not Brown and Darling, that's for sure.

The question is published. Chisolm tells us he can not say whether he will, or will not vote down the bill. I believe this is because he has not been told what London's opinion is. This is not a Scottish Labour party. It is a London Labour party in Scotland.

The whole episode is complete imcompetence by the london government. The Tories did say in the past that Labour were tax and spend, well my view is they are tax and...where's the money going party;... I do not see any benefit?

I liked Beverleys rant though sort of hits the nail on the head to an extent.

The current government performance reminds me of the 1960's song 'three wheels on my wagon' although in this case they've got no wheels... how do they keep bumping along?

Hmm. Borrowing the money merely defers the day when it has to be paid for ( and incurs interest ). Surely if a climbdown was on the cards which would need all the computers doing the payrolls to be reprogrammed anyway, it would have been more prudent to just go back to the tax rates of last year. IE continue the 10 percent rate and keep the standard rate at 22%. If there was scope for a tax cut - which with the level of borrowing as it is there clearly is not - it could have been done by increasing the threshold by over the pretend rate of inflation.

Lest we forget, the tax jiggery pokery was the prelude to an election last year which Labour chickened out of. Now either the books will have to be balanced next year ( when an election is imminent ) or the year after ( when the Conservatives are back). So either it is an election year poisoned chalice or a poisoned pill for the next administration.

Perhaps the prudent government should just do the right thing and go to the country now.

Interesting to remember that Scotlands block grant award last year was about £2.7 billion short from where it should have been given the rises sinc devolution, not suggesting nything just remembering the numbers.

This is a one off payment to buy back support from the back benchers, in the process putting the country in further debt, stupid bloody politics.

A point worth making, people earning under 10K unless they are single and under 60 get a huge array of allowances that more than make up for the small sums quoted by peacepuppy who's grasp of maths has been shown on many occasions to be that of an average S3 student.
Unlike the primeminister who presided over one of the longest most sustained periods of growth in British (and Scottish) history.
