Scottish town launches under-21s alcohol ban
A small West Lothian town will today become the first in Scotland to ban the selling of alcohol to under-21s in off-sales.
The six-week pilot project in Armadale, West Lothian, begins tonight and is aimed at cutting anti-social behaviour.
All 11 off-sales shops in the town have agreed to withdraw the sale of alcohol to those under 21 between 5pm and 10pm on Fridays and Saturdays.
The plan is modelled on a similar initiative by Cleveland police, in the north-east of England.
This proved a success and became a permanent feature across several towns and villages.
It is a joint initiative between Lothian and Borders Police and West Lothian Council.
Councillor Isabel Hutton backed the project, saying: "This initiative will not prevent all youths getting hold of alcohol, but I am sure it will help in reducing alcohol-related, anti-social behaviour, and that will be beneficial to the Armadale community."
She added: "It's too early to say if this project will be rolled out across other areas in West Lothian but we will record and assess the results of this pilot project and consider the options."
Pc Phillip McIntosh said: "Youth disorder is often linked to alcohol, and Armadale is no different to any other town in West Lothian, or indeed Scotland, where a minority of young people can get their hands on alcohol and often leads to anti-social behaviour.
"Our intention is not only to limit under-age access to alcohol but to educate those who may have been involved in supplying alcohol to children that they are committing an offence."
A West Lothian Council spokesman stressed Armadale, with a population of around 9,000, had not been chosen because its alcohol-related problems were particularly bad.
Practical considerations, such as getting all the off-sales in the town to agree to the scheme, played a major role, he said.

Population = 9000. Number of shops selling alcohol = 11
Is it just me, or do others find that's that quite a high number of shops per head?
Oh and Meep... there are other ways of having fun.... honest, there are!

No this is not America! I think the gradual americaniseation of this country is shocking. The idea seems to not to give anyone any responsiblity, therefore keep them in a state of dependance untill they're about 25. Anyone heard the phrase "arested development"
I do not think that raising the drinking age will make an ounce of differance. People who are going to drink underage are going to no matter what the legislation is. It will not solve the problem just push it further underground. In stead of 15 year olds hanging around outside haddows it will be 20 year old.
How are people suposed to develop a responsible attitude to drink if its made into a taboo and a forbiden fruit . The older generation are hardly a showing a good example.
e.g Walk up sauchiehall st on Friday or saturday night you see multipule examples of irresponsible drinking and drink related "anti-social behaviour", but none off these people are underage. In my oppinion it's the over 21 age group that are the real problem and they're attituteds are not going to be changed by raising the drinking age.
ah. rant over

Waste of time , the 18 to 21 year old age group is not the priority for Off-Licence sales as these people can drink in pubs anyway.
Need to concentrate on the 13 to 18 year olds , that's where real progress can be made.

How is this possible without a change in the law of the entire country? How can you have a change in the law for one small town? This is a gross violation of the rights of 18-20 year olds in Armadale, who are not the ones causing the hassle anyway, that is the 14-17 year olds, who get booze bought for them by the 40-something alcoholics for the price of a can. It is nonsense.

I might have sued them if my purchasing rights were affected it costs nothing to take a mingin off sales to the small claims court 18-21 year olds who as law stands just now can demand to be served the same alcohol as a 98 year old. I would go in with a tape recorder state my age of twenty after oredring £999 of bevvy and when she admitted to their draconian policy my statuatory rights would be impeded meaning they would have to give me the bevvy or face sanctions imposed by the courts.

So our statuatory rights are just a fiction that seems wrong to me but then I'm not a lawyer who has been trained for years to understand what the law actually means. I thought this type of action is as ageist as denying an old fuddy duddy a job cause of his age. I am over thirty by the way not somebody likely to be affected I am just saying if I and friends gathered outside the offy in question and harraunged legaly their over 21 customers into not shopping there ie take their business elsewhere and sign a petition against this draconian establishment they would lose a lot of money and would have little protection from the courts police. Lets see how they like them apples.

Also with 11 offies there is no shortage of competition to choose from. They might only have to walk a few hundred yards. If I owned the offie in question and was daft enough to insist on this rule my mind might well be changed by a legal protest that hurt my bottom line business such as a crew of protestors that I couldnt sell alcohol to outside my premises.

As far as I'm aware, there is no 'statutory right' forcing a retailer to sell you their goods.

Ask a lawyer what statuatory rights are all I know is that my statuatory rights are not affected in any way. There is no law stopping legal protest outside a retailer on the streets that our taxes pay to sweep. As I mentioned trying to make money when protests are going on is a tough sell ask the chinese who were stupid enough to let journalists into tibet. You wont see a thing in this paper about how han chinese were dressed as monks and showing off injuries. Just wait till the opening ceremonies when everybody is too ashamed to turn up except the dicatators

These off sales will just be corner shops with a few bottles as well. This won't make a **** bit of difference. If the ones causing the problems want drink they will get their cargos somewhere else or will stockpile it at times they can buy it. This is stupid and an insult to the vast majority of U21's who can take a drink and not cause a nuisance. Why don't the Polis do their jobs and the Council cut back the number of licenses instead of stigmatising every young person.

daz, supermarkets that sell alcohol are "off sales" just like any other, so I would assume any supermarkets in the town are included in the 11.
Having said that, it's still a non starter if 18 to 20 year olds can simply get their "stash" at 4.45pm.
But as has already been said by others, how can this ban be legal?

It's not legal it's voluntary. Which indicates to me the Offies know as well as we do they won't lose a penny. U21's have watches unless they are going to consfiscate them.

This is a great idea. The adults of this town are leading by example. Good for them.

By raising the bar to 21, all dodgy 16-18 year olds are nailed. Reduced STDs, teenage pregnancy, assaults. All you teenage libertarians above are talking excrement- most of you will be publicans or in the pay of the brewing industry. As an nation of alkies ( anyone see Mr Kennedy on TV last night CRINGE) anything which reduces our appetite for booze has to be very good.
