Restrictions imposed
ALISON CHIESASeptember 22 2007

Restrictions have been imposed by the General Medical Council on the right of a Kilmacolm GP to practise.

The restrictions have been placed on Dr Nicolle Soinne pending the outcome of an investigation by the GMC.

The conditions stipulate that the GP, who remains under the conditions until March 5, 2009, must not prescribe for herself. She must also notify the GMC promptly of any professional appointment she accepts for which GMC registration is required.

The medical council must also be told of any formal disciplinary proceedings taken against her by employers. Other conditions include informing the GMC if she applies for medical employment outwith the UK.

Neither must the GP undertake any out-of-hours work or on-call duties. Further, she must not possess drugs listed in various schedules, she must confine her medical practice to posts within the National Health Service and she must also confine her medical practice to general practice posts under the supervision of a named GP principal.

Finally, the doctor must not undertake any locum posts of less than three months' duration, and must inform employers and prospective employers of the restrictions.

No details of the circumstances leading to the conditions are given in the decision, which has just been published.

But a spokesman for the GMC said cases such as this are referred to the Interim Orders Panel when a doctor is facing allegations of such a nature that it may be necessary for the protection of the public, or otherwise be in the public interest or in those of the doctor.

The spokesman said that considerations taken into account included preserving public trust in the medical profession and maintaining good standards of conduct and performance.
